2003 Annual Operations Plans (AOPs)

District foresters have approved annual operations plans for fiscal year 2003. The annual operations plans cover specific projects such as timber sales, road maintenance, stream enhancement, and trail building planned for each fiscal year. They must be consistent with the forest management plans (four plans cover the nine state forest districts) and any district implementation plans. (Klamath-Lake and Coos districts do not have implementation plans.)
The public comment period on these plans ended April 1, 2002. The purpose of this comment period was to share the plans with the public, and to provide an opportunity for the public to ask questions and offer comments on the plans. Each district was responsible for using a common process to evaluate the statements related to the district's plan. The Public Comment Resolution Matrix contains all statements and the associated evaluations and responses that the department received during the public comment period regarding the 2003 annual operations plans.
Modifications to AOPs
Occasionally AOPs need to be modified after approval, due to new information, changes in budget levels, or unforeseen circumstances. Modifications that significantly change the character of the operation are reviewed by appropriate resource specialists, and approved by the district forester. Input from resource specialists and agency administrators, and the public comments received during the official comment period, are considered by the district forester before approving modifications to AOPs. (Substituting an alternate timber sale already included in an approved AOP is not considered a major modification.)

How to Comment on Annual Operations Plans (AOPs):
Nine state forest districts have already begun developing draft annual operations plans for fiscal year 2004. A comment period for these draft plans will be scheduled early in 2003. Annual operations plans are based on the approved forest management plans that apply to each district.
State forest management documents include long-range forest management plans
and habitat conservation plans (FMPs and HCPs); district implementation plans
(IPs), that look ahead approximately 10 years; and annual operations plans (AOPs)
for each state forest district. Copies of these plans may be obtained from
