The statute, rules, directive and visibility plan elements constitute the forest land prescribed burning portion of the Oregon Clean Air Act State Implementation Plan requirements that are on file with the Oregon Department of Environmental Quality and the U.S. Environmental Protection Agency in compliance with the federal Clean Air Act.

The Western Regional Air Partnership (WRAP) released its document on alternatives to burning in March, 2004. A link to that document is found here.
Use of Plastic (Polyethylene) on Piles
ODF/DEQ MOU
The burning of polyethylene plastic on piled burned is governed by this DEQ/ODF MOU which was approved in March, 2005. The use of petroleum based accelerants for ignition is also covered in this MOU.
